A framework built for the job that actually exists.

Hyperscale AI infrastructure doesn't fit traditional capital project methods. It doesn't fit tech-company improvisation either. The hybrid framework applies the right discipline from each — and discards what doesn't survive contact with the field.

DECISION HIERARCHY

When priorities conflict — and they will — this sequence resolves them. It is not a values statement. It is an operating rule.

01Safety

Non-negotiable. No schedule pressure overrides a safety hold. Commissioning levels are not sampled. Every defect is found at the cheapest place to fix it — before energization, not after.

02Schedule

The turnover milestone is defended separately from intermediate milestones. Slippage in early phases compounds 2–4x by the end. Stale forecasts are not red forecasts — a stale forecast is a lie.

03Cost

AACE-classified estimates with calculated contingency (40R-08). Every change order carries a schedule impact. Most change is owner- and design-driven — design freeze is a cost control mechanism, not a paperwork exercise.

04Startup

Commissioning is designed from day one, not bolted on at the end. The Cx framework is part of the preconstruction handoff. First-article gates exist because the first unit of anything reveals what the drawings missed.

PHASE MODEL

Five phases. Each one has a defined exit gate. Mobilizing into the next phase without clearing the gate is the most common source of rework on hyperscale builds.

01Preconstruction

Scope definition, AACE Class 3 estimate, Level 2 CPM schedule, procurement log with long-lead identification, risk register, and Cx framework. These are the gate deliverables — not nice-to-haves.

02Procurement

Hardware POs are decoupled from install awards. Lead time starts at submittal approval, not PO issuance. Long-lead release milestones are the schedule — everything else is sequenced around them.

03Construction

CPM schedule integrity is maintained with real forecasts. Change control is formal: every CO carries a schedule impact analysis. The field reality is verified against the contract mechanism, not assumed.

04Commissioning

Levels 1–5 executed in sequence. Safety floor is never sampled. First-article gates are held before fleet-wide installation. Defects found here cost a fraction of what they cost after energization.

05Lessons Capture

Real-time capture during the build, not a retrospective after turnover. A lesson that recurs at a second site is a mechanism failure, not bad luck. The feedback flywheel only works if it closes.

THE HANDOFF GATE

What execution must inherit from preconstruction.

The single most common failure mode on hyperscale builds is mobilizing execution before preconstruction is actually complete. The handoff gate is a defined set of deliverables — not a meeting, not a milestone date — that execution must receive before the first shovel moves. If it isn't in the gate package, it doesn't exist yet.

EVIDENCE OVER DOCUMENTS

Documents are not evidence. A schedule update is not evidence that the schedule is accurate. A submittal log is not evidence that submittals are approved. An RFI log is not evidence that RFIs are closed. The owner's-rep posture is to trust the contract mechanism and verify the field reality — which means knowing the difference between a document that says something is done and a condition that proves it.
